Why Indian education and certificates are not recognized in Canada?

Almost every immigrant from India asks this question and accuses Canada/ Canadian Employers being too discriminatory against highly qualified immigrants from South East Asia. After reading the following news article I don’t think anyone can blame Canadian Government and Canadian Employers. And I am sure this is just a tip of an Iceberg. India, where any type of standards are almost non-existent, how one can expect from Western Governments or employers to recognize credentials issued by India ?:(

Following is the one of many article published in Times of India on February 27, 2011

CHENNAI: The Directorate-General of Civil Aviation (DGCA) has revoked a woman pilots licence alleging that she used forged papers to get her airline transport pilot licence (ATPL),which is mandatory for an aircraft captain.

On January 11,Indigo pilot Captain Parminder Kaur Gulati made a rough landing at Goa airport.When the plane flew back to Delhi,its nose wheel developed a snag.Investigations faulted Gulatis landing technique.She used the nose wheel to touch down instead of using the rear landing gear.She was grounded.Further investigations showed that she had used the wrong technique several times.

We have revoked her licence.The pilot seems to have obtained an ATPL by submitting forged documents.We are going to file a police complaint, director-general of civil aviation Bharat Bhushan said.The DGCA is probing how she got her ATPL after having failed the examination seven times.

Pilots aspiring to become captains must log 1,500 flying hours and pass an examination that comprises papers in navigation,metrology and radio aids.While metrology is an oral test,the other two have written and oral components.
Pilots have to submit the log of flying hours,medical certificate and other documents to apply for ATPL,a tough examination conducted by the DGCA once in three months.

Bharat Bhushan said the airline could not be faulted for employing the pilot since she had an ATPL licence.
Asked what the airline was planning to do to prevent such incidents,Indigo Airlines president Aditya Ghosh said,As an airline,we completely rely on DGCA.We will follow any instruction from the regulator.

Sources said touts in Delhi often help pilots speed up the process of getting a licence.We are not sure if they still function as the DGCA has started to monitor the ATPL paperwork, an official said.The regulatory authority is now checking if any agent helped Kaur get the licence.

A senior pilot said it was puzzling how Kaur managed to land on the nose wheel.A flight comes in to land with its front tilted down but the pilot lifts the nose wheel as the aircraft is about to land to allow the rear wheel to touch down.The nose wheel is not designed to take the full load of an aircraft that comes in to land, he said.

I agree with the above.

Additionally, did anyone also check how in Bihar and UP you could pay and get the Degree without even passing the exams? Heck! Forget about these states, you can get a 12th grade CBSE certificate from Delhi for a few thousand Rs. One of my 'mohalla friend' got one as he couldn't get past 9th. So, he paid and now proudly writes in his resume that he had passed 12th from CBSE.

I personally know (yes, visited) a few of the Engineering colleges in Noida, UP that are operating out of just one floor (5-7 rooms) within a dilapidated building. Most of the students there belong to the 'payment seats'. This is just a spate of Engineering education, and I am sure people who studied in Maharashtra and down south are familiar with many more.

Take out all the IITs, RECs, IIMs, and what we have is a broken education system in India.

So, why blame Canadian Govt. over and over again, and cry hoarse?

Canadian officials must be checking degrees/certificates when they process PR. If they can't check and think fake certificates are rampant from South Asia then ban the PR from South Asia. Why people who get PR suffer for this reason (most of the people who migrate to Canada have genuine degrees/certificates).

Fake degree/certificate exists in many developing countries (even developed countries and have you never received mail from US/Canada to get MBA degree for $125) and this fake degree issue is not related to Canadian immigrant issues.

Well in India even Indian Government do not check genuineness of credentials thn how a foreign government will do that in India? And as far as immigration is concern it is the risk and responsibility of an applicant to check if he/she can settled down in Canada and if their credentials are being recognized or not. Canadian Government is spending enough money to help immigrants settled down in this country. No government in this world will offer you a job right after landing at the airport. If one does his/her homework and really deserve a job, you will get it sooner or later. During 15 years of my stay in this country I have not seen even a single deserving person who did not get a job, and I do not live in Igloo I live is Mississauga where we have good chunk of immigrants part of the population.

We are so indianised and do not leave any thing to criticize our own education system .Some people exploit this system and genuine one gets suffered.
Canadians what I observed since last 8 years are very conservative and make us to learn their own way.Many of us gone to Connaught place round abouts - the tarffic movement is controlled /delayed evan for one KM distance . I think same rule applies here. Controlling associations are rounds and immigrants are traffic.
Ignorance is Crime here specially when you land w/o any friends living here - like me.

**** My only request to all the CD's to stop CRITICIZING specially India , where we come from and move on with new energy and hope.****

Agree with you partially but again this fake degree issue is not related to immigrants issue in Canada. I don't know why you are relating the two issues. Canadian government is wasting (again wasting) money and not helping the skilled immigrants. These immigrants helping agencies are kind of social service by government to give jobs to Canadians to work in these agencies (most are useless and run by useless people). Probably these agenceis can help only people with fake degrees.

You know it that your statement is BS when you say that 'in 15 years you have not seen any single deserving person who did not get a job' so no point in discussing it.

Most of the immigrants have genuine degrees and those who have fake degrees Canada is a heaven (as they are ready to do hard labor work and labor is not cheap in Canada).

Truth can not be hidden. You are right that because of the fake marksheet and resumes, now other people are also going through the same scanner..and it is only because of our mentality..we want Short cut in each and every way...no matter what..Either it is driving on a wrong side, or not obaying traffic laws or cheating in exams or everything..we want to get thing done ..dont care about others...
