Although some of the big IT companies may be affected due to this but since they have grown so big this may not be much of an impact. But what may be coming that many small IT companies/subsidiaries that have 49 employees and all of them on H1.
They could probably raise billions if they come up with fast tracking pending Green Card applications. Even if they raise the fees 10 times on that folks will gladly pay. H1B anyway already lost its appeal.
Affects companies that have more than 50 employees and more than 50% of the payroll are H1B.

So, major Indian companies that send IT folks in mass herds to its US operations will most likely get affected among others.

This guy is trying to please millions of jobless by making such gestures. Instead of creating positive environment for businesses to grow; he has introduced all socialist agenda. He reminds me of Indira Gandhi and euphoria in India which scaled India back by some 50 years. He can not raise import duty on Chinese goods and hence making this kind of token gestures. I do not know how much this tax garner would. My educated guess is that it may not be worth the paper he signed.

There is an IT company owned by an Indian located in NY that has advertised a job opening. Among other things, it says, "only H1B transfers can apply for that job".
I can't find that link anymore, but if I do, I'll post it. I found it posted by a CNN reader.
If a company can blatantly post an illegal restriction like that, I guess a correction by the US Govt is justifiable. But the unfortunate truth is IT companies, especially owned by Indians, will find a way to continue their fraudulent and unethical practices.

As I understand, the increase is for both H1B and L visas. OTOH, the visas are valid for couple of years. Any company can recover the cost ($2k) quickly. An increase of abt Rs. 95k is not a big deal for Indian IT firms.
How many American IT workers go extra mile? Very few. By 5.00 pm they are out. IT consulting work is not like a govt job. Health ins coverage is another big expense for the American employer. Look at the call centres in India. Rs. 20k pm + some benefits such as transportation and food. That is much cheaper compared to $2k (at least) + health ins+benefits to American workers. In the end it all comes down to money. How much profit and cost saving is done.
