Read this story and was very disappointed with that officer.

If dog bites a person it is common occurence, if a man bites a dog its news, hence media hype also on these kind of occurences also has to be discounted. I'm not justifying this case, but there are more serious and condemnable occurences happening in India, while I write this response.
Film star Kamal Hassan was also strip searched, detained and humiliated in LA airport after he had returned from Canada after a film shoot, for having a beard and a surname Hassan!
You have a cop are an immigration officer who might barely be a undergraduate and you expect him to behave like a intellectual.
I'll give you my personal story, I had travelled to USA in December, 1995 on company business from India. I was asked to visit a customer for technical services in Hamilton, Canada at the last minute, and I cooly took a flight from USA with my American counter part, landed in Hamilton without a visa. When the immigration officer checked my passport he said as an Indian passport holder I needed a visa to enter Canada, eventhough I held a 10 year B-2 visa for USA. But still my passport was taken in, and I was asked to collect my passport from the Hamilton Immigration office the next day. They had issued a visa on arrival and handed the passport back to me.
This is the typical case as I mentioned above a dog biting a man. It is not news until I put it up to appreciate the Canadian immigration system.
The first case of the lady is the man biting the dog, the NEWS.

Do you think even when we board a flight from india and en-route change a flight in usa to enter canada, for example: mumbai-london-atlanta-toronto, sometimes airlines issue such ticket to accomodate the bookings at the same rate or discounted rates,
Do we need a transit visa to catch another connecting flight to toronto, as landed immigrant?

According to the IATA rules, no one needs a transit visa, unless he/she has to spend more than 48 hours before taking a connecting flight.
And obviously one cannot get out of the airport during those 48 hours.
