This is happening in US too. The offshore folks arrive in US at the pretext of attending meetings/trainings on business visa and then they work at the client premises for 3-6 months for a daily stipend between $75-$100, which is 100% non-taxable. Once their visa term is over, they go back to India and arrive again as visitors within a matter of 2 weeks. I know all these because I personally deal with such folks at my workplace, which happens to be a major bank in the US.
US immigration wouldn't be able to track these folks because no real proof exists to prove that these folks actually 'worked'. The employer, while filing their tax returns, show the money paid to these folks as a business expense rather than a salary and hence these folks are totally off the radar.
Though these folks are hardworking, they lack big time in etiquette/communication skills and some even go to the extent of folding their hands or standing up before clients. They stay in crammed apartments without any social life and due to the non-availability of car, whenever they go for grocery shopping, they roll the shopping carts all the way from the stores to their apartments. Even if they're at the beach, they'll dressed in full formal clothing with company id cards hanging from their hips. They wear cheap sun glasses and walk in groups, making us wonder if they're bunch of blind people trying to find their way. To top all these, some wear lungis and roam around the apartment amenities talking loudly over the phone in murdered English or native language . The phone, by the way is provided by the employer and it changes hands whenever a new batch arrives from offshore.

So you see how one can take a legitimate operation such as this, give it a twist and make it seem like a scam...like the dumb and retarded OP?
Unfortunately the market has few individuals that can, will and actually does whatever it takes to earn a buck or two. It would be really bad if any of those have 3-4 yrs college/university education in their work field. I'm sure those individuals have some constraints of their own. Nothing against them. Hope they get some good break.
One thing that I really hate is that lawyers can prove anything.
I have seen what Delhite has said - this is very deterimental to the Canadian IT folks ..... Clients earn , vendors earn , incoming IT pros earn , but the local IT guys lose ...... its a nexus which makes a mockery of the Canadian work permit system which says that if there s local talent , people from outside would not be brought in for the same work ......
Lets do something about this . I am sure if one / two of these scandals are disclosed the others will beat retreat ........
What can be done if one is aware of such a malpractice - whom to report to ?
