It happened to us as well all the times whenever i travelled to Canada.
I travelled to canada atleast 3 times in the last 1 year from Middle east.
I took KLM, British airways, Russian Airlines.
In all the carriers , i was asked not to lock checked baggages.
When i travelled from Abu Dhabi to chennai by Etihad airlines this March , there was no such orders !

What is the purpose of not allowing you to lock your bags?

If you fly out of US, your checked in bags may be opened and if they are locked, they will be forced open. Thats' why TSA and FAA advises you of not locking the suitcases or lock using FAA/TSA approved locks that has a "master" option where TSA can unlock with a master key.
This requirement may or may not exist in other countries.

on a related note ;
I know that (atleast from Raleigh, NC, USA), you can check in the bags locked, a few hours before the flight and see behind a glassed partition the agents scanning the luggage. In case of any need for opening the suitcase, you will be allowed to open the suitcase in the presense of the agents and allow the suitcase open for inspection after which you can lock the suitcase again.
After this you return home and then return 1/2 hour before the flight to check yourself in.
Obviously, in this case, this procedure did not happen.
also to clarify : this individual's flight terminated in Chennai.
