I'm in IT field and am planning to come to Canada in Dec.
Is the job market really cold in December due to holiday season, or IT recruitment is not affected by that.

There unquestionably some effect. Hiring obviously does not stop, but it slows down significantly for most sectors. A lot of companies close down for 1 or 2 weeks in December as well.
For the retail (as I'm sure parts of mfg. as well) sector however, I would assume this is probably the best time to get hired beause of the shopping season.

IMHO, coming to Canada in December might give u a bit of a shock expecially if you ar enot used to extreme weather conditions and like the other posters said, Hiring slows down mainly because it' sholiday season and most people have festivities on their minds. It's comprable to Diwali season in india.
On the upside, coming in december will give you a chance to settle in and get accoustomed to your surroundings so that when you do get your hands down and dirty with job searching, you won't have to worry about things like where is what and how to get there....
