Under new law, voters would be consulted before new members appointed

This would be interesting. A bit similar to our Rajya Sabha where state MLAs vote for the candidates. Some of the Rajya Sabha members are the losers in the Lok sabha elections. Others are super rich businessmen who can buy votes.
