I believe that dollar store is only meant to buy small stuff that is more like use and throw kind of things. Edibles and food products should never be bought from there as far as I know.

For Desi children it is a sort of fun to roam with friends/ family members to collect these FREE chocolates.

Unfortunately I have never met anyone who sells Halloween chocolates, to the contrary I have met people (Desi and others) who distribute the gifts free.

If you're in Toronto, try the Flea Market at Warden/Eglinton. There is a chocolate store, which has brand name stuff at reasonable prices. The little Nestle candy bars are usually available for $1 (pack of 12) and no tax. But then that may be considered as Halloween candies
