Can A PR only apply for provincial student loans for higher eduaction after he or she establishes 1 year of residence ? Are there any provinces with exceptions ?

Thanks for the link..it sure did give me some pointers.
The OSAP loans are a bit tricky. They look at your financial status, your parents incomes and also look at your assets.
I know a case of a person who did his undergraduation and worked for sometime and then wanted to do Law. This person had a decent savings, owned a car and the persons parents were financially quite decent. Based on this the loan application was denied.
There are people who are misusing this loans, they draw all the monies and then when times comes to pay they throw up their hands. They renegotiate the payments and make it a much lower amount.
One thing is for sure the loan providers are able to track down people who have defaulted on payments and are able to communicate with you even if you jump continents.
