If the workplace has business casual as a dress code, what is the appropriate dressing for an interview. A tie with white shirt and formal pants or is a blazer necessary?

Yes. Regardless of the office environment, always be on the OVER dressed side for an interview. Suit tie blazer the whole 9 yards !!! 
I'd also say for the first few weeks on the job dress a bit more formally than the others. it shows that you go the extra mile.

My hubby had a job interview today for Strategic Business Developer in the wireless sector of a national communications company....he wore a white shirt, black/white and silver tie, black trousers and shoes, but no blazer.
I would say that a blazer is not mandatory but shirt and tie is.

It is always adviced to dress in an attire which is equivalent to the next higher position as the interview. Whether you are interviewing for shipper/receiver or CEO, a formal dress, preferably with a blazer (a suit for executive positions) will always improve your chances.
Just my opinion.

When in doubt, always overdress for job interviews. It will not hamper your chances for hiring.
Yes, you are right. I guess I am going to wear a blazer. I am going to use the TTC and so I hope it is not so cold on the interview date.
