Good news! My wife received her visa today. Here's my timeline:
CIC Mississauga received my application: April 24, 2007
Started processing: May 17, 2007
CHC Delhi started processing wife's PR application: May 31, 2007
Passport request received: June 18, 2007
Passport submitted to CHC Delhi: July 24, 2007
Passport received with visa: August 21, 2007
Total duration: 4 months
Please note that since my wife didn't have her last name on her passport, we had to sent her passport to the regional passport office for the addition of the same. Since I am having 'Singh' as my last name, they didn't automatically added it to hers. This delayed the process by one month.
So, technically speaking CHC Delhi processed the case in 3 months. If we had her last name on her passport, we would've received the visa way back in July.

Congratulations Gurpreet. Nice to know that you finally got the visa. I am still trying to get lastname added to my wife's passport (she has just one name on her passport). That is taking longer than I expected and I hope I get that done before Delhi Embassy asks for passport.
I made mistake of not paying landing fee with my application. Is there a way to pay it now (online/offline) or do I have to wait for letter from them for that? CIC website online fee payment option has no choice for 'landing fee'. Do I pay that to Delhi Embassy or CIC Mississauga? Anyone please???

I mailed my application on the same time frame too. They received my application on the 16th and the E-case shows that they started processing on the 22nd of August, I called CIC as I had forgotten to pay LAnding Fee to and they said I should pay and send a copy to Mississisauga referencing the B number that I will get on my reply from CIC and do the same to New Delhi office too.
Also, can you please tell me what E-cas says in your case at this time and how did it start reading progressively referencing dates as mine says case started processing on the 22nd and this has been the case for past couple days now. I will appreciate your response.
