We can always do better!
Those who can afford $1200 enrollment plus $2300 a year get a choice (to go for private healthcare).
Public healthcare system is not going to be shut down overnight because of a private clinic in Toronto, so I cannot imagine what negative effect on common people it would have.

I can only think of positive effects like:
1. People who cannot wait, but can afford paying for the treatment will go to the private clinic. Right now I have a friend who has a very serious condition in her brain nerves and though she was operated upon 10 years ago, the problem has erupted again. The doctors in the US have diagnosed it and are ready to operate next week, however, surgeons in Canada are not even ready to look at the reports sent by the US doctors before mid Feb and sure they will agree to operate after that.........but a person who can die before that will have an option to save his/her life if medical attention is provided in time. In US, the surgery is going to cost 75K and that is what they are trying to avoid, but alas........
2. For people who will shift to private health care whenever needed will relieve pressure on the public health system to that extent.
3. The very fact that we all will know that if we really need it, we will get immediate attention by going to private. That itself is a good feeling. My friend is almost going into depression thinking that she might not survive till the time for first interview with Canadian doctors a month later - and so is ready to spend from her savings that money to be alive!
