Absorbing newcomers

There has always been an immense gap between aspiration and grim reality in immigration policy. That sad truth was illustrated once again this week, as RBC Financial Group CEO Gordon Nixon declared that Canada should raise its immigration target from the current level of between 220,000 and 245,000 to between 300,000 and 400,000. The bank executive argued that skill shortages already exist, especially in Western Canada, and that by the latter part of the next decade the labour force will stop growing even with current levels of immigration. The children of the baby boomers cannot replace them, if only because there are 10 million baby boomers and only eight million boomer children. More skilled arrivals could remedy that situation, he said, and maintain high standards of living for an aging population. It was a bold dream.

Then reality intruded. The RBC report bluntly listed the problems that would have to be solved before Canada could successfully exploit the talents of those extra immigrants. Too many settle in major cities. Infrastructure systems are strained. Recruiters should do more to identify skill shortages -- and fill them. Language training and skills recognition remain inadequate. Current immigrants are not integrating as easily as previous generations. If today's foreign-born workers were as successful as native-born workers, personal incomes would be about $13-billion a year higher. \\\"This represents a direct hit to our economy,\\\" Mr. Nixon warned.

Those are the dilemmas that Ottawa and the provinces are tackling with increasing urgency. But the pressure to recruit more arrivals may outweigh governments' ability to find solutions. Only last month, Prime Minister Paul Martin stoutly declared, \\\"Canada needs more immigrants, plain and simple, and we need them to succeed.\\\" Immigration Minister Joe Volpe, in turn, has hinted that he may increase immigration levels when he tables his 2006 immigration plan in early November.

Perhaps restraint is in order. Almost three-quarters of immigrants now settle in Toronto, Vancouver and Montreal. Many depend on public transit; more than 48 per cent of recent immigrants in Montreal use public transit compared with 20 per cent of the Canadian-born population. They strain the local school systems; in 2001, more than one-quarter of all children up to the age of 17 in Vancouver and Toronto were recent immigrants or the children of recent immigrants. In most urban centres, recent arrivals were at least twice as likely as Canadian-born workers to earn less than $20,000 a year, even though they have higher levels of education.

To its credit, the federal government is scrambling for remedies. Last April, it outlined an Internationally Trained Workers Initiative that includes $75-million over five years to improve the integration of health-care professionals, another $68-million over six years to facilitate the recognition of foreign credentials, and an extra $20-million for language training for professionals. Insiders add that Mr. Volpe wants to funnel more immigrants into the regions by expanding provincial selection programs, to keep discouraged skilled immigrants from fleeing home -- and to bring in more skilled tradesmen.

Such practical programs will take time to work. Mr. Nixon emphasized that diversity itself can be a huge source of economic strength. But until Ottawa can do more to solve its problems, hugely increased immigration targets should not be a solution.

Dear Transmogrifier,

Sorry for the delay in replying. I would like to write here about the CTV episode. I was contacted by a producer of W-Five program in early October who ( after supposedly reading the Memorandum) asked me about my plans. I asked them to help us by promoting this matter for a while till it becomes constructive and acquires mass acceptance and recognition. Once the matter is well known and adequately publicised it is easy to fulfill the rest of the underlying objectives. Hence I requested them to support our cause.

But they seemed to be only looking for an isolated story of an immigrant family( like the routine stories) who was struggling in Canada. They wanted to project me as one of them and make a story for Saturday evening viewers. I reminded them that similar stories/documentaries have already been aired countless times in Canadian television but none produced any positive results. People just watched them casually like a soap and forgot the next day. There was even negligible reponse from the media about these stories. They were dismissed as stories of personal failures and hence the real flaws in the immigration policies of the Government were never seriously discussed or considered.

I told them that I tried to contact the journalist who covered the story of an Edmonton couple who sued the Government but that journalist did not even have the courtesy to acknowledge receipt of my messages. That couple was just like a routine story for her and nothing beyond that. They served her purpose while she remained non-committed ( maybe even promoted for a good job). What an irony!

Hence I refused to become their subject matter for a single evening episode. It was the cause which was greater and had to be promoted, not any individual. I told them that if they were genuinely committed to help they would do it. Since then they stopped all communication.

Dear Friend, I can understand media persons and I know who they are and what exactly they want. I do not blame them since I myself did not fit into their agenda and vice versa. Let them do their job and we will do ours.

I will post more on your other queries soon. Meanwhile I request all friends to kindly post their suggestions about promoting the Memorandum which was already published. I will appreciate that.

If peoples looking for disgruntled immie story, that is also good. More told the better. Lakin if your action is elsewhere so be it.
Apun is sure u r planning strategy for another coup. Only please if not minding tolding us more swiftly then 11 days after fact (10 din bhi chalenga :) )

Aap ne W-5 ko Rajan Desai ke tara why not sending? One more story is always one more story. Maybe sending Merc'c way. Apun sure many plenty peoples here wud have enjoyed tolding their story to W-5 and in indirect manner helping apla cause.

Chal, whatever u think best. Aap ka intiiative, Aap ka dau.

Kidhar na kidhar somebody tolding he will sending memo to his MP if published. Hope he is doing. Yaan Krishna like disappearing . yaan maybe Krishna helping print in SAO and u not sayng. bahut sare questions hai boss. lakin objective no 1 to achieve hogaya of printing
